Welcome to the 2009 "Ask the interpreter page".  Send in your questions and we will post them with an interpretation.

****Important Tournament Notice ****

If you have been selected as a line judge for the tournament the NHIAA will be supplying flags. Please review your duties as a line judge and referees should discuss these duties on site before the match. If you have any questions about your duties or the use of flags ASK!

Review flag signals on page 60 of the rule book.

Helpful hints:

During play the flag should be held handle in right hand, left hand on the end of the flag.
Flag is in front of body hanging down from a horizontal hold.
Snapped and pointing to the court when ball is signalled in.
Snapped up for out call.
Touch is flag below the chin with left hand on top indicating touch.
For antenna violations, wave flag for up official and point to antenna with the other.
For foot faults. wave flag and point to line.
When server is near the linesman, move away. Move back of server to view sideline(NFHS Recommendation). After the ball is contacted for serve quickly recover to see down the end line.
Should make all in/out calls as well as touched ball calls.


Question 23 November 3, 2009

Before the start of a match the R1 informs the coach of Team A that they cannot have a ball shagger on the bench that is not at least in Grade 9.  Is this proper procedure?

No, the NHIAA Volleyball Committee has set the following criteria for bench personnel:(taken from page 10 of the Policy and Procedure manual)


Bench Personnel
For Liability reasons Below Grade Nine students/children are not allowed to be on the team benches or on the sidelines at any regular season or tournament contest.
*Exception- "Ball Shaggers"- Volleyball
One (1) ball shagger per bench shall be allowed.


Question 22 October 28, 2009

During the play the R2 blows the whistle and signals a net touch by Team A.  The touch of the net was outside the antenna.  Is the touching of the net outside the antenna legal?
The touching of any part of the net during play is illegal.  This includes the net cables and antennas.

Question 21 October 26, 2009

A ball is touched by Team A on the first, second or third hit and the ball lands on Team A's side of the court in bounds.  What is the proper signal?
The proper signal is a "ball in bounds" (signal 13).  This is not a TOUCH call.

Question 20 October 12, 2009

During the warmup period should the timer sound a "15 second" horn?
A horn at 15 seconds will keep the warmups moving without delay.  It alerts the team wating to take the court that their time is about to start.  So yes it is proper to sound a 15 second horn during the timed warmup period.(NHIAA Volleyball Committee)


Question 19  October 10, 2009

Team A requests a substitution and the player reports to the substitution zone and lines up across from the player to be substituted for.  The R2 fails to release the players as there is no verbal communication of numbers from the players to the R2.  Is this proper procedure?
No, the R2 should recognize the numbers as they line up for the substitution then release the players.  The players may give their numbers but it is not required (10-2-3).


Question 18 October 8, 2009

A player from Team A is disqualified from the contest and is sent to the bench as there is no authorized school personnel to supervise the player out of the gym.  While on the bench they continue to exhibit unsportsmanlike behavior.  How should this be handled?
If the behavior continues on the bench a card is given to the Coach.  If the behavior continues the match should be forfeited.  Note: players are not to be sent to areas where they are not supervised (by school personnel) and all disqualifications must be reported to the Supervisor of Officials.

How many whistles to end a set?
R1 should blow a whistle for the final point, a second whistle to give the end of set-move to end line signal, and a third whistle to indicate a change of courts.  At the end of a match the referee will give a whistle for the final point and a second whistle to end the set (match), a third whistle that releases them to bench.  The 2nd and 3rd whistles shouyld be given immediately and without delay (NHIAA Committee).  Players need not report to the end line at the completion of the match, they can go to bench areas to celebrate.

Team A is about to serve and R1 verbally gives a warning to the middle front player to keep her hands below her head or this would constitute a screen.  Is this proper procedure?
No, a player may have their hands above their heads during a serve.  There is no provision in the rules that disallows this.  Remember that in order for a screen to occur the receiving team must be either screened from seeing the server or the ball must travel, with a low trajectory, over the head of a front row player thus blocking the view of the served ball from being received.  There are no automatic screens and players should not be told to keep their hands below their heads.

Question 15 September 21, 2009

Following a timeout R2 blows a double whistle, signals the number of timeouts used by each team and hands the court back to R1.  Is there a specific order?
First, during the timeout R2 should notify (signal) R1 of the number of timeouts used.  To end the timeout R2 will blow a double whistle and simultaneously signal the number of timeouts used by each team.  R1 will mirror the signal.  R2 will then hand the court back to R1.

What is the proper procedure for R1 at the end of a nondeciding set?
After awarding the set point R1 will blow the whistle and give the end of set signal directing the players to their respective endlines.  R1 will then blow a second whistle to direct the teams to change courts.

Question 13 September 21, 2009

During the second set a player is discovered to be wearing a plastic  plug inserted in her pierced nose. It is determined that the player  is wearing illegal equipment and the team is assessed a time out. The  coach approaches the officials between the second and third set to 
see if it's OK to use dental floss to keep the pierced nose open.  Legal or illegal?
Illegal.

Question 12 September 20, 2009

During the match what is a captain allowed to request?
The speaking captain during any dead ball, may request for his/her team:
timeout, verification of timeouts used, verification of serving order, and if a signal is missed they may ask the first referee to repeat the call. Rule 6-2-2


Question 11 September 19, 2009

When checking uniforms the officials notice that the color of the libero jersey is contrasting and meets the legal uniform requirements.  However the number of the libero is the same number of a teammate who has on a regular uniform shirt.  Is this legal?

4-2-3  Each player, including the libero, shall be identified by a number on the uniform top which is not a duplicate of a teammate's number.


Question 10 September 16, 2009

To start the match where should the R1 be to signal the teams on to the floor? 
R1 should take their position on the platform and blow a whistle to signal both teams to their respective end lines.
They should then blow a whistle to signal that teams will cross at the net to shake hands (NHIAA Volleyball Committee).  They then will proceed to their respective positions and R2 will begin the lineup procedure.

Question 9  September 15, 2009

Is there any restriction on the colors of hair ribbons?  Do they have to be school colors?  If more than one person wears a hair ribbon do they have to match in color?
The only restriction is the width of the ribbon cannot exceed 2 inches.

Question 8  September 9, 2009

A player is wearing a uniform top with a knot tied in the back to make it more fitting.  Is this legal?
Illegal, the uniform must be worn as intended by the manufacturer.  (casebook page 15, 4.2.1 Situation D)


Question 7  September 9, 2009

A player has a ribbon(less than 2" wide) tied in a bow around their pony tail.  Legal?
Legal, ribbons used in controlling hair are legal.  The only restriction is the width cannot be more than 2".  There is no stated length restriction as long as the official feels the length is not a safety issue.

Question 6  September 9, 2009

At the start of each set what is the proper procedure for the R2 to check lineups?
R2 should be on the serving team's side of the net with ball in hand and should check the receiving team's lineup first.  They then will release the libero on to the court, if necessary.  Next they will repeat the process with the serving team.  Once the lineup is checked they will roll the ball to the server and assume their proper position on the receiving team's side of the net signaling R1 their readiness to begin the set.

Are plastic inserts used in piercings legal?
Plastic inserts are considered jewelry and are not legal.  As an official it is your responsibility to make sure that the coach is notified and that in order for the player to participate in warmups or during the game they must be removed.  Do not tell the player they must remove them, inform the coach the player is not allowed to participate with them.

Can a team use a timeout prior to the start of a set?
A team may use their timeouts prior to the start of a set. 

Question 3 September 5, 2009

The libero is on the court in position 5(for player #7) and wants to serve after the next rotation for #12 who is in position 2.  What is the proper procedure?
When the next rotation occurs the libero will go directly to the serving position, thus replacing player #12.  Player #12 will exit the court via the replacement zone and player #7 will enter the court via the replacement zone and take position 4 in the front row.
***note there is no substitution here, this is a double replacement which is only allowed when the libero is reporting to the serving position.

Does the NHIAA limit the amount of playing time for volleyball players?  Specifically can a player play in both the JV and Varsity matches?
The NHIAA does not have any restrictions on the amount of playing time allowed for JV and Varsity players.  A player could play the entire JV and Varsity match.

Question 1  September 4, 2009


Could you restate the NHIAA policy and procedure guidelines for the JV 3rd and Varsity 5th games?
During the JV match if one team has won the first 2 sets then the teams will be released directly to the bench following the set point.  The teams will switch benches by passing directly in front of the scorer's table.  The team that has lost the first 2 sets will be awarded the serve.
If the sets are even at 1-1 for the JV match or 2-2 for the varsity match the teams will report to the end line and the captains will be called for the coin toss.  The teams will then be released to their benches as the coin toss takes place.  Following the coin toss the R1 will direct the teams to either remain on their respective sides or to change sides as determined by the coin toss.

**Note a third set is to be played during the JV match regardless of the outcome of the first two sets.  If teams refuse to play or agree not to play a third game you should notify the supervisor of officials following the match.
